The regular meeting of the City of Lavonia Mayor and Council
was held on the above date at
Mayor Owens called the meeting to order and welcomed everyone. Reverend Ben Lewis gave the invocation followed by the pledge to the flag.

Motion by Don Canady, seconded by Kay McGlennen to approve Mayor Owens to sign the Whitworth Correction Center Parole contracts for FY2005. Motion carried.
Mr. John Williamson with Gumlog Cable made a presentation to Mayor and Council asking for a franchise to allow them to extend cable service into city limits. Mayor Owens advised that they would look into it and get back with him. Council agreed.
City Manager
Motion by Don Canady, seconded by Eddie Floyd to allow Mr. Fesperman to book the allotted space for Georgia Mountain RDC to GIS Map areas of our water system. This is not a budgeted project for this year, but GMRDC would probably not be able to map the water lines until the first part of 2005. Motion carried.
Motion by Don Canady, seconded by Kay McGlennen to approve
Government Tax Solutions to collect delinquent property taxes for the City of
Mayor and Council agree to change the date of the Regular
Council Meeting for July to
Motion by Don Canady, seconded by Jason Macomson to implement
the mandatory year round conservation-based outdoor water use restrictions as
imposed by EPD. Water customers will be
required to schedule their outdoor water usage in compliance with the following
schedule: Odd- numbered addresses may
water only on Tuesdays, Thursday, and Sundays (no hourly limits); Even-numbered
or unnumbered addresses may water only on Mondays, Wednesday s, and Saturdays
(no hourly limits). Should a drought be
declared, further restrictions may be imposed.
Effective
Mayor Owens stated that most sat in on the review of applications for water superintendent and everyone agreed that James Moseley would be the man that would be hired for this position. Mr. Moseley is at work today and will be in an interim water superintendent position for the next couple of weeks and at that time we will appoint him to that job permanently.
Mr. Fesperman advised Mayor and Council of the GMRD Board
