MAY 3, 2004 - REGULAR COUNCIL MEETING

 

The regular meeting of the City of Lavonia Mayor & Council was held on the above date at 5:30 P.M. with the following members present:  Mayor Ralph Owens, Council Members:  Eddie Floyd, Don Canady, Kay McGlennen and Jason Macomson.  Also present were:  City Attorney – John Dickerson, City Manager – Gary Fesperman, Police Chief  - Randy Shirley, DDA Director – Genny Cole, Harry Foster, Water Plant Operator   Martin D. Eckles, Ruth Davis, Ruth Ann Gillespie, Jose Iglesias, Giovanna Iglesias, Charles Cawthon, Brian Tyson, Lyndon Burgess, Scott O’Barr, John Perez, Brandon Niemyer, Randy Moore, and City Clerk – Angela V. Greer

 

Mayor Owens called the meeting to order and welcomed everyone.  Brandon Niemyer, Youth Pastor of the Lavonia First Baptist, gave the invocation, followed by the pledge to the flag.

 

Motion by Kay McGlennen, seconded by Don Canady to approve the minutes of the April 5, 2004 – Regular Meeting as presented.  Motion carried.

 

Motion by Don Canady, seconded by Kay McGlennen to approve the following building permits and sign permits.  Motion carried:

Motion by Jason Macomson to oppose the Alcoholic Beverage License for John Perez at the Mexican Restaurant in Dill’s Shopping Center, motion dies for a lack of second.

 

Motion by Eddie Floyd, seconded by Don Canady to approve the Alcoholic Beverage License for John Perez at the New Mexican Restaurant located in the Dill’s Shopping Center.  Motion carried, with Council member Jason Macomson opposing.  Councilmember Jason Macomson asked for a roll call vote of the council members as follows:  Eddie Floyd – yes, Don Canady – yes, Kay McGlennen – yes, and Jason Macomson – No.

 

 

Motion by Don Canady, seconded by Eddie Floyd to approve the Alcoholic Beverage License for Simran Management, LLC, owner Sarabjeet Kaur at 11781 Augusta Road.  Motion carried.

 

Motion by Don Canady, seconded by Kay McGlennen to approve the signing of a resolution authorizing pursuit of funding for the City of Lavonia Wastewater Expansion Project.  Motion carried.

 

Motion by Jason Macomson, seconded by Eddie Floyd to approve the signing of the resolution and all documents for the relocation of utility lines on Highway 17.  Motion carried.

 

Motion by Don Canady, seconded by Eddie Floyd to reject the bids of the T-21 Pedestrian Pathway.  Motion carried.

 

Motion by Eddie Floyd, seconded by Jason Macomson to approve the Occupational license for Jose Iglesias for child care facility through their church program.  Motion carried.

 

Motion by Kay McGlennen, seconded by Don Canady to approve of the construction of two bathrooms at the Downtown Weldon Park at the cost of $15,000.00.  If the price is over the said amount it will come back to council.  Motion carried.

 

Other business of the City was discussed.
