The regular meeting of the City
of Lavonia Mayor and Council was held on the above date at
Mayor Ralph Owens called the meeting to order and welcomed everyone. Rev. Bobby Berryman gave the invocation, followed by the pledge to the flag.

Motion by Don Canady, seconded by Kay McGlennen to approve for Mayor Ralph Owens to sign a resolution to enter into a lease agreement with Georgia Municipal Associates for Computer software for the Police Department. Motion carried.
Motion by Don Canady, seconded by Kay McGlennen to approve the Sewer Ordinance that provides for uniform regulations, maintenance for the users of Public and Private sewer drains systems to ensure compliance with the clean water act and other State and Federal statutes and regulations by the City of Lavonia. Motion carried.
Motion by Jason Macomson, seconded by Don Canady to adopt a resolution to
be carried before State legislature for the extension of the corporate city
limits down the right-of-way on Highway 17 South to
Motion by Don Canady, seconded by Kay McGlennen to set the millage rate for the 2003 Tax at 10.0 Mills. Motion carried.
City Manager
Police Chief Randy Shirley requested that the revised LPD use of force policy be submitted into the minutes.
Motion by Kay McGlennen, seconded by Don Canady to enter into executive
session at

to end the executive session and return to regular session at
Motion by Jason Macomson, seconded by Kay McGlennen to give a fifty-cent (.50) pay raie to all employees across the board with the exception for City Manager Gary Fesperman to receive a 3% increase to his salary. Councilman Eddie Floyd then recommended the motion be amended to cap Chief Randy Shirley’s and Gary Fesperman’s salary to offset the cost of giving the employees a fifty-cent (.50) raise increase. Amendment dies. Motion carried with Councilman Eddie Floyd voting against.
