JANUARY 5, 2004 – REGULAR MEETING

 

The regular meeting of the City of Lavonia Mayor and Council was held on the above date at 5:35 P.M. with the following members present:  Mayor Ralph Owens, Council Members:  Eddie Floyd, Don Canady, Kay McGlennen, and Jason Macomson.  Also present was City Attorney  John Dickerson, City Manager  Gary Fesperman, Police Chief Randy Shirley, Assistant City Clerk Susan Gorman, Fire Chief Jones Beasley, Dianne Mauldin, Liz Moulder, Ruth Davis, Ruth Ann Gillespie, Barbara Clark, Blythe Moorer, Bobby Lott, Linda Lott, Randy Moore, W. Freddie Lee, Ricky Whitworth, Larry Floyd, Martha Floyd, J. J. Morrison, Rachel Morrison, Carol Beebe, Jimmie Rucker, Charlton Cawthon, Charles Cawthon, Lyndon Burgess, Brian Tyson, Mary Lou Jackson, Susan Watson, Reagan Floyd, Rebecca Milford-Floyd, Eliza Kate Floyd, Bruce Knighton, Dennis Long, Morris Rivers, Denise Matthews- Franklin Co Citizen, and Angela V. Greer – Clerk.

 

Mayor Owens called the meeting to order and welcomed everyone followed by the pledge to the flag.

 

Motion by Kay McGlennen, seconded by Don Canady to approve the minutes of the December 1, 2003 Regular Meeting, minutes of the December 22, 2003 Public Hearing -2004 Budget, minutes of the December 22, 2003 Public Hearing  - 2002 Tax Mills, minutes of the December 22, 2003 Called Meeting, and the minutes of the December 29, 2003 Called Meeting, as presented.  Motion carried.

 

At this time City Attorney, John Dickerson swore in Ralph M. Owens as Mayor of the City of Lavonia.  Mayor Owens then swore in new council members Larry E. Floyd, Jr. and Jason K. Macomson.  Mayor Owens then swore in Don Canady as this year’s Mayor Pro-tem.

 

Motion by Don Canady, seconded by Kay McGlennen to appoint the Downtown Development Authority as follows:  Executive Director – Genny Cole, Chairman Harry Foster, Vice-Chairman Tommy Beasley, Board Members Richard Bielski, Nora Chambers, Judy Hulsey, Tommy Beasley, Carlton Godfrey, and Harold Harbin. 

 

Better Hometown Director – Genny Cole and Administration Advisor Gary Fesperman.   Motion carried.

 

Motion by Kay McGlennen, seconded by Don Canady to appoint the following Boards and Commissions.  Motion carried:

 

Historic Preservation Commission:  Chairman – Margaret Ayers, Secretary/Treasurer  Priscilla Gothard, Board Members Tom Dixon, Winfred Foster, Bill Horton, Gwen Moore, Ex-Officio Wayne Lawson, and Administration Advisor Gary Fesperman.

 

Planning and Zoning Commission:  Zoning Administrator – Gary Fesperman Chairman Boyd Outz, Secretary Barbara Clark, Board Members:  Bobby Lott, Harry Davis, and David Howell.

 

Human Relations Board:  Board Members:  Ruth Meeks, Larry Cabe, Richard Bielski, Barbara Clark, and Rev. Bobby Berryman.

 

Board of Health:  Michelle Vandiver, and Mrs. Sam Harbin

 

City Historian:  Dianne Toney

 

Motion by Don Canady, seconded by Kay McGlennen to approve the following building permits.  Motion carried:

Also the Planning & Zoning Board has agreed that the lot of Ronnie Rhinehart on Bartson Street has been cleared and they are recommending that all utilities may be activated.

 

The Occupational License for Jimmy Rucker’s pool room has been tabled until the February meeting.  Chief Randy Shirley will conduct an investigation for drug trafficking and loitering on the property.  Mr. Rucker may conduct his business using 2003 license until February meeting.

 

Motion by Don Canady, seconded by Eddie Floyd to approve the 2004 Alcoholic Beverage License for Royal Food Truck Stop…….Hwy 17 North.  Motion carried.

 

2003 Tax millage rate to be set at 10.0 mills. 1st Reading

 

City Attorney John Dickerson gave the 1st reading on an ordinance to set uniform requirements for users of public and private sewers and drains, private sewage disposal, and the installation and connection of building sewers; To comply with the provisions of the clean water act; to provide for public health and welfare ; to provide for the setting of charges and fees, to establish effluent limitations and other discharge criteria and provide for pretreatment of pollutants into the City of Lavonia’s wastewater treatment plant; to prevent the introduction of pollutants incompatible with the treatment and to provide for penalties for violations and for other purposes.

 

Police chief Randy Shirley presented the Mayor and Council with the Lavonia Police Department 2003 annual report.

 

 

 

 

Motion by Kay McGlennen, seconded by Don Canady to adjourn meeting at 5:57 p.m.  Motion carried.
