MAY 2, 2005 – REGULAR COUNCIL MEETING

 

The regular meeting of the City of Lavonia Mayor and Council was held on the above date at 6:00 P.M. with the following members present:  Mayor Ralph M. Owens, Council Members:  Eddie Floyd, Don Canady, Kay McGlennen, and Jason Macomson.  Also present was:  City Attorney – John Dickerson, City Manager – Gary Fesperman, Police Chief – Randy Shirley, Charles Cawthon, Andrea Mathis, Logan Mathis, Richard Bielski, Wayne Miller, Rachel Morrison, Denise Matthews – Franklin County Citizen, Ruth Ann Gillespie, Ruth Davis, Charles Turner, Helen Turner, Bobby Lott, Linda Lott, Cindy White, Kenny White, George White, Ann Bielski, Charlie Parker, Shirley Parker, Brooks Moorhead, Harold McCroskey, Amanda Mumley, Mallory Ridling, Mareisha Smith, Daphane Robbins, Kenny Ford, Shane Dove, Patrick Pitts, Janye Simmons, Krista Clark, Sheldon Mayfield, Shonda Smith, Krystal Rucker, Jesse Soto, and City Clerk- Angela V. Greer.

 

Mayor Owens called the meeting to order and welcomed everyone.  Reverend Richard Bielski gave the invocation, followed by the pledge to the flag.

 

Motion by Don Canady, seconded by Kay McGlennen to approve the minutes of the April 4, 2005 Regular Council Meeting as presented.  Motion carried.

 

City Manager, Gary Fesperman, gave the Planning & Zoning Commission report as follows:

Donnie Williams……..11.95 acres….fronting on Vickery St………… zoning changed from R-1A to R-3………….postponed until June meeting due to conflict with incorrect zoning posted on sign.

Kenny White……….1471 East Main St…………New Modular Home………approved

 

Motion by Kay McGlennen, seconded by Eddie Floyd to approve the following Building Permit:  Motion carried.

Motion by Don Canady, seconded by Kay McGlennen to approve the Occupational License of Wildwood Marketing, Inc. at 455 Bosal Way.  Motion carried.

 

Mayor and Council agrees for the City Manager, Gary Fesperman to write a letter to Café Risqué and explain to them that the application request for two different sign permits are incomplete and have deficiencies as presented.  Mr. Fesperman will send the letter noting the deficiencies along with a copy of the sign ordinance, and return the checks for these permits.

 

Logan Mathis with the Friends of The Library approached the Mayor and Council about the .88 acre lot beside the Library to be used for parking.  Franklin County Board of Education has offered the land to them at the price of $22,500.00.  Friends of The Library will pay the $2,500.00.  

Mr. Mathis asked the Mayor and Council if the City would consider paying the $20,000.00.  The Mayor explained to Mr. Mathis that the city would not be able to pave the parking lot at this time, but would keep gravel on this area.

 

Motion by Kay McGlennen, seconded by Don Canady to purchase this property out of the General Fund Reserve.  Eddie Floyd, Kay McGlennen, and Don Canady voting for.  Councilman Jason Macomson abstained from the vote.  Motion carried.

 

Chief Randy Shirley came before Mayor and Council to acknowledge the hard work and progress of one of the Lavonia Police Explorers, Sergeant Krista Clark.  Miss Clark has been accepted to the National Law Enforcement Explorer Academy sponsored by the Federal Bureau of Investigation in Quantico, Virginia.  Each of the four academies accepts 50 explorers nationwide once every two years.  She is one of only three explorers from Georgia accepted into the academy.  Lt. Brooks Moorhead advisor of the post said Sgt. Clark has worked very hard in the past two years that she has participated in the Lavonia Police Explorers.  She has been decorated six times for her various accomplishments which include Law Enforcement Service, Community Service, Crime Prevention, Law Enforcement Training, Tenor, and Perfect Attendance.

 

Mayor and Council expressed their appreciation for the hard work and achievements that Miss Clark has shown in her endeavors as a Lavonia Explorer.

 

Motion by Jason Macomson, seconded by Eddie Floyd to approve Gary Fesperman to write a letter to the Department of Community Affairs requesting to participate in the new comprehensive plan requirements as developed by DCA.  This would change the due date of the Lavonia Comprehensive Plan to October, 2006.    Motion carried.

 

Mayor Owens took this opportunity to thank Mr. Dickerson for his time and expertise in securing a document from TI Automotive, a waste water plant upgrade beneficiary, necessary to complete the paperwork required by the Economic Development Administration (EDA) for the final application to obtain the $1,000,000.00 grant for the waste water plant improvement project.
