FEBRUARY 7, 2004 – REGULAR COUNCIL MEETING

 

The regular meeting of the City of Lavonia Mayor & Council was held on the above date at 6:00 P.M. with the following members present:  Mayor Ralph M. Owens, Council Members:  Eddie Floyd, Don Canady, Kay McGlennen, and Jason Macomson.  Also present were City Attorney, John Dickerson, City Manager, Gary Fesperman, Ruth Davis, Ruth Ann Gillespie, Shane Bentley, Jack Coker, Charles Cawthon, Rick Whitworth, Bobby Lott, MeriBeth Davis, Randy Moore, Police Chief, Randy Shirley, Franklin Co. Citizen, Denise Matthews, and City Clerk, Angela V. Greer.

 

Mayor Ralph Owens called the meeting to order and welcomed everyone.  MeriBeth Davis gave the invocation, followed by the pledge to the flag.

 

Motion by Kay McGlennen, seconded Don Canady to approve the minutes of the January 3, 2005 Regular Council as presented. Motion carried.

 

Planning & Zoning Report:  Billy Hart  - 23 Lucky Street – new home construction- a variance needed.  This building permit #613 was tabled until the March 7, 2005 planning & zoning meeting.   Also tabled until the March 7, 2005 meeting is the building permit #622 of Walter Mayes – 305 Randall Street – room addition, for lack of information.

 

Motion by Don Canady, seconded by Eddie Floyd to approve the following building permits:  Motion carried.

 

#620 – J.D.Solutions – Josh Duncan… Lot #17 Victoria Lane …New Home Construction

#621 – Billy Hart ….….……517 Bartson Street………………New Home Construction

 

Motion by Eddie Floyd, seconded by Jason Macomson to approve the Occupational License of Lavonia Lawn Mower/Small Engine Repairs – Shane Bentley – 5851 West Avenue.  Motion carried.

 

Motion by Don Canady, seconded by Eddie Floyd to approve the Occupational License of Absolute Title Services of GA – 5826 Vickery St.  Motion carried.

 

Mayor Ralph Owens announced the Proclamation:  Be it proclaimed that the Mayor and Council of Lavonia, Georgia wish to honor Mr. Calvin Andrews for all he has done for our community by proclaiming Monday, February 7, 2005, as Calvin Andrews Day in the City of Lavonia, Georgia.

 

Motion by Don Canady, seconded by Kay McGlennen to approve the following rate increase for residential and commercial carts, effective on March billing:  Motion carried.

 

Inside residential cart…………………………$11.00 to $11.50

Outside residential cart………………………. $15.00 to $15.50

Commercial cart………………………………$16.50 to $17.00

 

Motion by Jason Macomson, seconded by Kay McGlennen to approve the Capital Projects budget for FY 2005 as presented.  Motion carried.

 

Motion by Don Canady, seconded by Jason Macomson to approve the Water and Sewer Budget for FY 2005 as presented.  Motion carried

 

Motion by Don Canady, seconded by Jason Macomson to enter into executive session at 6:30 P.M.  Motion carried.

 

Motion by Eddie Floyd, seconded by Don Canady to re-enter into regular session at 6:47 P.M.  Motion carried.

 

Motion by Don Canady, seconded by Jason Macomson to hire one (1) additional office personnel at $10.50 per hour, forty hours per week.  Motion carried.

 

Motion by Kay McGlennen, seconded by Eddie Floyd to approve installing lights on the senior league field using the allotted Recreation Splost Funds.  Motion carried.

 

Motion by Don Canady, seconded by Jason Macomson for the Mayor to sign a legal service agreement of the United States of Agriculture Development with John Dickerson to perform legal services necessary to the planning, financing, and construction of the upgrade to the water treatment plant.  Motion carried.
