October 4, 2004 – REGULAR MEETING
The regular meeting of the City of Lavonia Mayor & Council was held on the above date at 6:00 P.M. with the following members present: Mayor Ralph M. Owens, Council Members: Eddie Floyd, Dona Canady, Kay McGlennen, and Jason Macomson. Also present was City Attorney John Dickerson, City Manager Gary Fesperman, DDA Board Members: Tommy Beasley, Harry Foster, Ricky Whitworth, Judy Hulsey, and DDA Director Genny Cole, Charles Cawthon, Randy Moore, Rev. Tyrone Hutchinson, Denise Matthews – Franklin Co. Citizen, Scott Smith, Ethan Phillips, George Garriss, David Howell-Boy Scouts, Dianne Mauldin, James Crowe, and Angela V. Greer-City Clerk.
Mayor Owens called the meeting to order and welcomed everyone. Reverend Tyrone Hutchinson of the Lavonia Church of God gave the invocation, followed by the pledge to the flag.
Motion by Don Canady, seconded by Kay McGlennen to approve the minutes of the September 7, 2004 Regular meeting and the September 9, 2004 Public Hearing minutes as presented. Motion carried.
Motion by Eddie Floyd, seconded by Jason Macomson to approve changing the planning & zoning meeting time to 5:00 P.M., to approve the new zoning map upon change of duplex on Hartwell Rd from R1-B to R2,and the following building permits. Motion carried.

Motion by Don Canady, seconded by Jason Macomson to adopt the resolution authorizing the City of Lavonia to pursue a loan from GEFA in the amount of $768,964.51 for the utilization and construction of the improvement of the wastewater treatment plant upgrade and the utilization and construction of a 15”wastewater trunk line from I-85 to the wastewater plant; total cost $2,566,970 million dollars. This resolution also authorizes the Mayor to submit the application and to execute all documents necessary to secure the loan. Motion carried.
Motion by Don Canady, seconded by Eddie Floyd to authorize an amendment to the existing GMEBS Retirement plan to change the vesting date for regular employees from 10 years to 5 years and this will also include the employees of the Housing Authority. Motion carried.
Motion by Kay McGlennen, seconded by Donald Canady to approve the proposal by the Downtown Development Authority of a concept plan to convert the Armory into a Cultural Center. Motion carried.
Motion by Don Canady, seconded by Kay McGlennen to adjourn the meeting at 6:13 P.M. Motion carried.
